In accordance with the Notice of the Department of Social Sciences of the Ministry of Education on the application of General Projects of the Ministry of Education in the Humanities and Social Sciences in 2022 (Letter of the Department of Education and Social Sciences (2022) No. 11), in order to do a good job in the application of general projects of the Ministry of Education in the Humanities and Social Sciences in 2022 (hereinafter referred to as general projects), the relevant matters are hereby notified as follows.
1. Guiding ideology
We should attach equal importance to basic research and applied research, better guide and encourage universities to accelerate the building of philosophy and social sciences with Chinese characteristics, and serve the development of the cause of the Party and the country.
2. Contents of declaration
There is no application guide for this project application (except for special task projects), and the applicant should carefully formulate the research topic by himself according to his own research foundation and academic expertise. The name of the research topic should be standardized, accurate and concise.
Basic research should closely follow the frontiers of academic research at home and abroad and the needs of discipline construction, reflect the value of original and pioneering academic innovation, deeply elucidated the principles behind the Chinese miracle, and focused on promoting the construction of the academic discourse system of the discipline system of philosophy and social sciences with Chinese characteristics. Applied research should be based on the needs of the development of the cause of the Party and the country, focus on the major decisions and deployments of the CPC Central Committee, especially the major strategies and major measures made at the Sixth Plenary Session of the 19th CPC Central Committee, and focus on major theoretical and practical issues of overall, strategic and forward-looking significance, and reflect the reference value of targeted and effective decision-making.
1. Project category and funding amount
The general research period of the project is 3 years, the specific categories are divided into: (1) planning fund projects, the funding does not exceed 100,000 yuan; (2) Youth Fund projects, the funding does not exceed 80,000 yuan (3) special task projects, including research projects on the theoretical system of socialism with Chinese characteristics and research projects on college counselors, the specific application notice will be released separately.
2. Subject scope of project application
According to the Discipline Classification and Code published by the former State Administration of Quality and Technical Supervision in 2009 and the actual situation of colleges and universities, the disciplines applied for this project include: (1) Marxist/ideological and political education; (2) Philosophy; (3) Logic; (4) Religious studies; (5) Linguistics; (6) Chinese literature; (7) Foreign literature; (8) Art; (9) History; (10) Archaeology; (11) Economics; (12) Management science; (13) Political Science; (14) Jurisprudence; (15) Sociology; (16) Ethnology and culturology; (17) Journalism and Communication; (18) Library, Information and Documentation; (19) Pedagogy; (20) Psychology; (21) Physical Education; (22) Statistics; (23) Research on Hong Kong, Macao and Taiwan issues; (24) International studies; (25) Interdisciplinary/comprehensive research.
3. Declaration conditions
1. The applicant must be able to actually engage in research work and truly undertake and be responsible for organizing the implementation of the project; Each applicant is limited to 1 item. Members of the listed research group must obtain their consent, otherwise it will be regarded as illegal declaration.
2. In addition to meeting the relevant provisions of the Administrative Measures for Humanities and Social Science Research Projects of the Ministry of Education, the applicant must also meet the following conditions:
(1) The applicant for the planning fund project shall be an on-duty teacher with a senior title (including associate senior);
(2) Applicants for the Youth Fund project should be teachers with a doctor's degree or intermediate or above (including intermediate) titles, under the age of 40 (born after January 1, 1982).
3. Applicants with any of the following circumstances are not allowed to apply for this project:
(1) The person in charge of various projects of humanities and social sciences research of the Ministry of Education;
(2) The Ministry of Education's humanities and social science research projects have been terminated within three years for various reasons, or revoked within five years for various reasons;
(3) Person in charge of various projects of National Social Science Foundation and National Natural Science Foundation in research;
(4) The applicant of the National Social Science Foundation Project in 2022;
(5) Applicants who have applied for the general project of Humanities and Social sciences research of the Ministry of Education for two consecutive years (referring to 2020 and 2021) and have not been funded will be suspended from applying for 2022.
4. Declaration Methods
1. This project will be declared online. SheKeSi home page (http://www.moe.gov.cn/s78/A13/), the Ministry of Education, the Ministry of Education humanities and social science research management platform reporting system (hereinafter referred to as the filing system) for the declaration of the only network platform, network reporting procedures and processes will be subject to the system.
2. Online project application will be accepted from February 16, 2022. Applicants can log in the application system to download the Application Review Form, fill in according to the application system prompts and the Application Review form requirements, and upload the electronic document of the Application Review Form through the application system, without submitting paper application materials. After the announcement of the project, the project has submitted a paper declaration material with the signature of the person in charge and the member, and the seal of the responsible unit, which is uniformly sent to the Social Science Management consulting Service Center by the reporting unit.
3. In accordance with the Measures for the Management of Special Funds for the Prosperity Plan of Philosophy and Social Sciences in Universities (Finance Education (2021) No. 285), the project budget shall be prepared scientifically, reasonably and realistically on an annual basis according to the actual needs of the research and the scope of capital expenditure. The proportion of indirect expenditure is 40% of the total project expenditure.
4. According to the work arrangement of the Ministry of Education and the actual situation of our university, the deadline for the online application of this project is March 14, 2022 (Monday). All relevant colleges shall review and confirm the materials submitted by their units before then, and submit an electronic copy of the Declaration Summary Form before the close of work on March 15, 2022 (Tuesday).
5. Other requirements
1. Applicants should carefully review the Measures for the Administration of Humanities and Social Science Research Projects of the Ministry of Education and previous project approval, improve the quality of application and avoid repeated application.
2. The project review shall be anonymous. In order to ensure the fairness and fairness of the review, the applicant's name, school and other relevant information shall not appear in the B form of the Application Review, otherwise it will be invalid.
3. The applicant shall fill in the materials truthfully to ensure that there is no intellectual property dispute. Where there is fraud, plagiarism and other acts, once found and verified, disqualified for three years, if the project is approved, it will be withdrawn and notified of criticism.
4. Each reporting unit shall effectively implement the ideological work responsibility system, strengthen the examination and control of the declaration materials, ensure the accuracy and authenticity of the information filled in, effectively improve the quality of project declaration, and eliminate illegal declaration.
